Jeff started his career as a correctional officer with TDCJ from 1989 to 1992 at the Ellis unit. In 1992 Jeff became a correctional officer with the Federal Bureau of Prisons at the Federal prison in Bastrop,Texas. Jeff became active in the Union in 1994 and held the position of Chief Steward until 1996 and then served as President from 1996 to 2017. Jeff was chief negotiator for his local during his entire term and was on numerous National negotiating teams and work groups for the Federal Bureau of Prisons. Jeff retired from the Federal Bureau of Prisons in 2017 and went on to become an Organizer for AFSCME Texas Correctional Employees, Council 907 in Gatesville, Texas. Jeff led the growth of Local 3920 from 250 members to over 1200 members in a two-year span. In 2021, he became the Executive Director for AFSCME, Council 907, where he meets with Administrative officials on matters related to working conditions for all staff with TDCJ, as well as elected officials relating to legislation that affects all agency staff.
Under Jeffs leadership AFSCME TCEC 907 has reached its highest membership level in its history and is one of the fasted growing Councils in AFSCME.
